South Central Service Cooperative has been facilitating programs and services between school districts and local governments across south central Minnesota since 1976. Services are most effective when implemented at a regional level rather than a “one size fits all approach,” which may occur when mandates are managed at the state and federal levels. Facilitating services regionally creates economies of scale and maintains a consistency in process that positively affects local school districts and governments.

Since 1976, South Central Service Cooperative has been facilitating programs and services between school districts across south central Minnesota. Tighter state and federal budgets have increased pressure upon school districts to maintain or reduce educational costs, especially for non-instructional services.

Regionally facilitated programs allow individual school districts to retain the benefits of decentralized control of the direct instruction of students while working with groups of school districts to share services in areas that are not central to each district’s core educational mission. This cost-saving strategy can be an effective way to manage costs during these difficult financial times.

Region 9 school districts of south central Minnesota contract with South Central Service Cooperative to provide on-site regional health, safety and environmental management assistance services to all school districts.

These services assist districts in identifying, prioritizing and scheduling health and safety capital projects and in the development of written programs. Particular emphasis shall be provided to assist in the planning, management, monitoring and improvement of indoor air quality.

South Central Service Cooperative (SCSC) partners with several nationally known companies to provide a variety of standard and tailor-made insurance plans and services that are efficient and priced right. As the result of insurance pooling, specially negotiated rates are available to public and non-profit employers who become (are) members of the cooperative network. There are no membership fees for joining any of these insurance programs.

Established in 1996, SOCRATES—the South Central Regional Area Telecommunications System, provides data/Internet connectivity and network services including voice and video to schools and libraries in South Central Minnesota.

A program of the South Central Service Cooperative, the SOCRATES network comprises 70 circuits connecting 87 sites at 20 school districts, four education cooperatives, and 31 public library members of the Traverse des Sioux Library System.
