EXPLANATION OF licensure options
1. Those who have been issued secondary vocational licenses may continue to renew these licenses indefinitely. These licenses are valid for teaching at the same level and in the same capacity as they were when originally issued.
2. Individuals who have completed any educational preparation, before
The following applies to the new Career and Technical fields of licensure.
1. Individuals may complete an approved teacher preparation program and obtain full licensure in any of the new career and technical fields*. The individual would need to complete an application packet that includes transcripts, finger print/conduct review, the institutional recommendation and required fees.
2. Individuals who have a baccalaureate degree, with a major or minor in (or closely related to) the field of licensure, may obtain a Limited License when the employing district verifies the need for the individual to be licensed. If the need (hardship) for the license persists, the district may request a total of three one-year limited licenses for the individual. This type of Limited License is obtained through an application process. The district and the applicant must sign the application and submit fingerprint/conduct review documents, transcripts and the required fees. There is no renewal requirement imposed by the state, however, individuals are strongly encouraged to immediately enroll in an approved program and work consistently toward full licensure. Districts must verify attempts to recruit fully-licensed teachers prior to making a request for this type of Limited License, and in the event of multiple-licensed applicants, there may be rationale to retain the incumbent if there is documentation of effort to work toward full licensure. Upon completion of the approved licensure program, the applicant will need to submit an original application packet that includes the institutional recommendation along with transcripts and the required fee. It is not necessary for another fingerprint card to be submitted.
3. Individuals who have not earned a baccalaureate degree, but do have four years of experience related to the licensure field, may be eligible for a total of five one-year Limited Licenses in specific career and technical fields listed below. This type of Limited License is obtained through an application process and is initially based upon the district's need (hardship). In order to obtain the first license, the district and the applicant must sign the application and submit fingerprint/conduct review documents along with written verification from the district that the individual has four years of experience applicable to the field of licensure. The district may request an additional four one-year limited licenses (a total of five one-year licenses) for the individual. For each renewal, the applicant must submit transcripts with the application showing completion of eight semester credits, since the last license, in an approved program leading to licensure. Individuals holding this type of Limited License are strongly encouraged to immediately enroll in an approved program leading to licensure. This type of Limited License cannot be renewed without evidence of the eight semester credits as described above. At this time,

4. Those who are fully-licensed teachers in the State of Minnesota, maybe eligible for a total of three one-year variance approvals to teach in any Career and Technical licensure field. There is no renewal requirement imposed by the State for approval of a variance, however, individuals are strongly encouraged to immediately enroll in an approved program and work consistently toward full licensure. Districts must verify attempts to recruit fully-licensed teachers prior to making a request for a variance. In the event of multiple-licensed applicants, there may be rationale to retain the incumbent if there is documentation of effort to work toward full licensure.
